Effective June 1, 2024, the Ministry of Road Transport and Highways in India has introduced new regulations aimed at simplifying the process of obtaining a driver’s licence. Here’s a detailed overview of the changes:
New Testing Options
- Private Training Centres: Applicants can now take their driving tests at privately operated driving training centres, in addition to government-operated Regional Transport Offices (RTOs).
- Certification: These private centres are authorized to conduct tests and issue certificates.
Application Process
- Online and In-Person Options: Prospective drivers can apply for a driver’s licence online via the official website (https://parivahan.gov.in/) or visit an RTO.
- Documentation Submission: Regardless of the application method, applicants must visit the RTO to submit documents and demonstrate driving skills.
Fees and Charges
- Learner’s Licence: INR 150
- Learner’s Licence Test: INR 50
- Driving Test: INR 300
- Driving Licence Issue: INR 200
- International Driving Permit: INR 1,000
- Additional Vehicle Class to Licence: INR 500
Renewal of Hazardous Goods Vehicle Authorization
- Driving Licence Renewal: INR 200
- Late Renewal: INR 300 + INR 1,000 per year or part thereof after the grace period
Driving Instruction School Licence
- Issue/Renewal: INR 5,000
- Duplicate Licence: INR 5,000
Appeals and Changes
- Appeal Against Licensing Authority Orders: INR 500
- Change of Address or Other Particulars in Driving Licence: INR 200
Stricter Penalties
- Speeding Fines: INR 1,000 to INR 2,000
- Minors Driving: INR 25,000 fine, vehicle owner’s registration card cancellation, and ineligibility for a licence until age 25
Simplified Application Process
- Reduced Documentation: Documentation requirements have been reduced, varying by vehicle type (two-wheeler or four-wheeler).
- Minimized Physical Checkups: Reduced need for physical checkups at RTOs.
New Rules for Private Driving Schools
- Land Requirement: Minimum 1 acre for training centres (2 acres for four-wheeler training).
- Testing Facility: Schools must have access to an appropriate testing facility.
- Trainer Qualifications: Trainers need a high school diploma, at least 5 years of driving experience, and knowledge in biometrics and IT systems.
Training Duration
- Light Motor Vehicles (LMV): 29 hours over 4 weeks (8 hours theory, 21 hours practical).
- Heavy Motor Vehicles (HMV): 38 hours over 6 weeks (8 hours theory, 31 hours practical).
These changes are designed to streamline the licensing process, enhance accessibility, and maintain high training standards.
